roadside zoo in Ontario - and diplomatic incident?

I was reading that story and the other about a tiger mauling a woman to death,this tiger was the only one of the tigers not declawed..
I don't go to any Zoo's not even the Toronto Zoo,but was stunned to learn these road-side Zoo's are totally unregulated,I even thought it was illegal in Canada,as they should be:evil:
It just shows me how very little our government care about the wellfare of ANY animal in our country,a shame on Canada for sure:yell:
