If you have a dishwasher, that works the best for washing ribbon or fabric collars! I put mine on the top rack of the dishwasher on normal setting and then let them air dry. Otherwise, yes, you can wash them in the washer on a delicate cycle and let them air dry.
I've done both with no problems!
