The SPCA is reviewing its partnerships with shelters around Nova Scotia after it seized nearly 100 animals from a pet rescue centre in Port Hastings.

With the help of several RCMP officers, two investigators removed 61 cats and 27 dogs from Celtic Pets Rescue on Saturday.


The SPCA says another 20 or 30 cats are still at the centre in Port Hastings.

The animals were "victims of horrible neglect," the SPCA said.

Pamela Keddy, president of the SPCA in Nova Scotia, said the situation is especially troubling because the owner knows, or should know, the meaning of animal cruelty.

"It's very disconcerting, so it does make us wonder about other rescue [shelters] as well," Keddy told CBC News on Monday.

"We are going to be very diligent with who we work for and know who is taking care of these animals, because ultimately, we want to make sure that all animals are cared for properly."


The dogs and cats are now in a Cole Harbour shelter.

The shelter is run by Zonda MacIsaac, who has been involved in animal rescue in Nova Scotia for several years, according to the SPCA.

The investigators found the cats and dogs in an unoccupied house and an unfinished kennel at the private shelter.

The SPCA said the cats were living in a basement where there was a sewage backup and high ammonia levels, and there were dead animals at the site.

The investigation of Celtic Pets was launched in October after the SPCA received a complaint. A warrant to search the site was obtained on Friday. But Keddy said the search warrant didn't allow investigators enough time to gather the remaining 20 to 30 cats still at the property.

"So, we're going to obviously try to assist with getting the rest of those cats out of that scenario."

Keddy said she will be talking to a Crown attorney to see if charges will be laid, and said the SPCA is re-evaluating its partnerships with other animal welfare groups in the province.

"If there are other rescues, if they have shelter buildings, foster buildings, whatever, that we are going to want to inspect those buildings for our own assurance that what is going on there meets proper codes for how animals should be cared for."

The SPCA has rented space in Cole Harbour where the animals are receiving medical attention.

SPCA seize

If SPCA initially investigated in Oct. at which time the rescue promised to clean-up they why did it take them until Feb. to remove the animals. Negligence, cruelty charges for the rescue and negligence charged for the SPCA. What the h--- were they doing for 4 - 5 mos. while they animals were forced to live in these conditions? This entire series of events pisses me right off!

I read this in the paper at work this morning. So awful. What rotten conditions... Poor little critters.. I hope they all find homes (wishful thinking probably)

From what I understand, they investigated her, and they cliamed she seemed very sincere, and accused the neighbour who reported her as doing it out of vengence because they had a property dispute going on, also every time they wanted to go and look at the place she made one excuse after another, so they actually had to get a court order to enter the place.

Thats a lousy excuse, if after 1 refusal/excuse on the part of the rescue I would have gone to the courts for a search warrant right away. I think this SPCA needs some investigation into their conduct and procrastination and poor management.

I agree, it's pretty bad that they just took this womans word for it, thinking she was a wonderful rescue !!

The neighbour who reported it had tears in his eyes, he said he's glad that they finally believed him and did somethig about it.

I just sent a scathing letter to CBC through 'send your feedback' on their site suggesting the SPCA branch involved is in desperate need of new management, among other things.
