Dog never wags tail

Dear rockin' Pets.ca members,

This question came to me by email and it was interesting...any ideas?
I was thinking there is the possibility of neurological damage.

Any other thoughts?

I have a gorgeous, healthy 2 year old miniature Pomeranian. She has NEVER wagged her tail… seriously ! Not even a budge !!! she does smile a lot though. Is this OK ?? Thank you very much for your time. Diana

She may also have been born with a dislocation/ malformation which may not show up without an x-ray.
