Does my Doggie have allergies or a cold?

The past couple of days my little 7 month old Shih Tzu X Maltese has been making noises with his nose. What I mean is that it sounds like its congested, like a stuffy nose we get when we have a cold or whatnot. If its any constilation (which I don't think is but will mention it anyway) I had a cold a day or so ago. I don't think it is but maybe... is it possable he caught my cold? If not, we are living in Vancouver, BC where there is a lot of flowers, trees, and things blooming, could he be suffering from seasonal allergies? I know it has nothing to do with his food as he has had the same stuff since he was put on solid food. We have just reciently moved into a new building where there is still some construction going on so it may also be construction dust.
Sorry this is so long winded but I wanted to give you a good idea of what sort of environment we are in so you can give me some advice. Here is what I want to know in sum:
Do you think its possable he has a cold? allergies?
What should I do? Its not affecting his performance at all but I'm sure its uncomfortable to have congestion in his noise as I know it is for me.

Allergies do not manifest in animals as they do in us. Animals usually itch when they have seasonal allergies.

Dogs can get respiratory infections that can cause stuffed noses, watery eyes and sneezing.

If your dog continues to show symptoms, you need to take him to your vet.

I agree. Nasal mucus (aka snot) is a sign of a respiratory infection, not allergies. I'd head tot he vet if it persists or if the mucus is greeny.

This also sounds like an infection to me; I would call your vet, who knows your dog best, before I did anything. Most likely I think your little guy will require a trip to see the vet.
