lumps and bumps

hi, i'm new to the site, i found you cos i was looking for help for my dog, he is five and he gets lumps and bumps that are soft and come and go. I do not think they are serious, they are either some kind of heat spot (cos he does scratch and pant a lot when he has them) or they may be some sort of allergic reaction to fleas or something. I hope it is not fleas because he seems to be allergic to flea drops, he gets a terrible temperature and he lies about hardly able to lift his head. If anyone has any idea or has had this problem i would be grateful cos the cost of vets that would ideally be a last resort cos i cannot afford it, obviously, i would find the money somewhere if it was essential, but i hope someone can tell me what it might be.
