Dog legislation in Illinois

After 3 pitbulls and a crossbreed mauled a 4 year old girl that later died as a result of hypothermia Rocky island Illinois district 71 representative Mike Boland has introduced legislation addressing dog owners .After crys for BSL Boland researched the situation and determined that not only pitbulls attack . Because of the research he concluded that BSL would be foolish and incomplete so the law if passed will hold owners liable for the dogs actions .
Sounds like common sense to me but I am not a Liberal so what do I know?

I heard this on a radiotalk show 610 Niagara this morning they interviewed the guy and dispite being an elected member of government he sounded like he used common sense to come up with this law.
