Has he already been taken to the SPCA? When you get there, there's a paper you can sign which says that IF for whatever reason the SPCA wants to put the dog to sleep, they call you and you pick it up, no cost. PLEASE sign it, because they can come up with all kinds of reasons to put a dog down, however cute he is. Have you spoken to the rescues? Fate put this creature in your hands and now you must be a little bit responsible.

Yes! This poor old guy doesn't deserve to sit terrified at that place, and then die. I have NEVER seen a 10 year old anything up for adoption at the SPCA, and I'm sure whoever found him doesn't want it on their conscience that this poor dog died this way - frightened and with strangers.

This is someone's pet, and even if the owner cannot be found, there are many people who would adopt this dog - lhasa apsos and shih tzus are VERY popular, even at 10 years old.
