After reading the full-page article in the Toronto Star about the frustrating work of Humane Societys,I was again reminded of the 100 yr old anti-cruelty law.
The only requirement(according to this outdated law)for a breeder is they have to exercise the animal,a petowner only needs to provide food and shelter,it's not against any law to keep the pet chained for life. Currently max penalty for cruelty,six months jail $2.000 fine.The proposed new anticruelty law(bill C-10B)would raise the fine to $10.000 and jailterm to 5yrs But it has to be pushed,so the Martin government don't put it on the shelf again. You can do that by writing your local rep in the Federal gov. The biggest opponents are the western provinces,naturally, because it would also involve their livelyhood(lately depleated by mad cow),livestock, not only puppy-mills,dog-fighting and any cruelty to animals. All the information is available on your SPCA web-site,but as people caring for animals I am sure you already know that.
