Potty training puppy

we've been potty training our border collie for 5 days now ,to go outside. She was good for the first couple days and now everytime I bring her out to pee she won't go! She just plays then after 15-20 mins I bring her in and she pee's right away. How do I fix this? I can't be sitting outside for an hour every pee break. I've taken her out for 45 mins too and she won't go, then pee's inside.

She's a wonderful puppy other then that, but the problem is I have carpet and I don't want all this pee soaking through. We're spending the time every 15-30 minutes to take her out but she won't go anymore! She was SO good for the first few days, everytime I took her out and said "go pee pee" she would go right away. I would praise her with Good girl, and treats. So what happened?

Some puppies and even adult dogs can be funny about housetraining.

The thing about housetraining outside - is that often it can be VERY distracting for your puppy. I assume that you have a yard and you're taking her outside and letting her wander on the grass?

It might be a good idea to start attaching a leash. When we house-train, we put on the leash and that way it limits the amount of wandering that our puppies can do. Kneel down and tap the ground, continue giving her a vocal cue that she can associate with going pee on the lawn, and try not to make too much eye contact to avoid stimulating her to want to play with you.

Don't forget that some puppies also need MUUUUCH more stimulation than others to pee. You may need to take her for a walk on your front street to stimulate those bowels, or you may simply need to stay outside longer.

We never go inside the house once we've asked our dogs to 'do their business', when housetraining.
