Unhappy Thoughts on survival of community cats

Hey! I am a new kid in the block. I am hoping to find a solution to cats being preyed upon by stray dogs in the night. I was shocked and saddened when I learned from the neighbours that a 12-year old feral cat was recently mauled to death by 4 stray dogs one dark night. This matter was reported to the authorities but they regret they do not send dog-catchers out on night beats. This cat is very special to an 84-year old uncle who has been feeding her for the past 12 years. Needless to say, he was devastated. Living in densely populated high-rise buildings, I wonder what can be done to save these helpless cats from dying before their time. I have a beautiful cat whom I took home from the streets because I find her so timid and super light weight (3.75kg) I didn't think she can survive long living on her own. These community cats have been neutered and there are old uncles and aunties who trolley feeds to them daily. The only thing they need is a safe shelter to go to every night.

He is your friend, your partner, your defender, your dog. You are his life, his love, his leader. He will be yours, faithful and true, to the last beat of his heart. You owe it to him to be worthy of such devotion.

That's terrible, my condolences to your Uncle. I too can only think that building a shelter high enough to protect the cats would be the thing to do. Half the problem would be getting cats to use it. Or at least shelves or something up high. Then I guess the problem is as they age some cats will need a ramp and then a dog could use it too, though probably a big dog would fall off. And, is anybody looking after the dogs? They might kill small animals for sport but is anyone feeding them? Neutering them? Such a sad situation.

'Merrimack Valley Feline Rescue' in Massachusetts was started to help feral cats . They started in 1992 and is still going strong today ,they're a no kill shelter . It was started by some women who were concerned about all the feral cats in the city.
