Question Puppy eats food too fast and causes congestion in snout

My 4 month old Border Terrier is perfect in everyway EXCEPT for when he eats his kibble, he wolfs in down. Afterwards, he seems to have a really stuffy nose.
I have spoken to the Vet about this issue and he says there is a bowl that will help him slow down. If he doesn't slow down it could cause problems later.
Any wisdom out there is welcomed !!!
