CONSTANT meowing

Help! My cat won't be quiet. He meows constantly for no reason, at all hours. He has done this since we found him as a kitten, in fact, we found him because he was meowing so loudly! He is 2 years old now. We have 5 cats, and fortunately they have not adopted this behaviour. I have had cats all of my life and have NEVER heard anything like this. I don't know what to do, he wakes everyone up at night and is driving everyone crazy with the constant noise. It's not like he's talking to us either, he's just walking around meowing from the time he wakes up until he goes to bed. He is healthy and neutered. My dad said feed him Philadendron it makes the cats meow go away, but I read that's poison. There must be a better way. Thanks!
