Cat spraying around house

We have two cats in our household: a 19-year old neutered, female, indoor Siamese; and a 12-year old neutered, male outdoor black tabby (who was an indoor cat until we moved to our new house four years ago and he started spraying inside until we let him out). Since that time, he has become the "dominant" cat in the neighbourhood. His name is Panther - and he looks it. He's very tall and broad.

A year-and-a-half ago, new neighbours moved in two-doors down. They have two cats who constantly spray our house: against the front screen door, our back patio door, and one of our basements windows. Because the liquid seeps through cracks, our basement reeks of urine, as does our upstairs when we leave our doors open. We've tried shooing them away when we see them, but to no avail; they mostly do it when roaming at night.

I'd like to do something to stop their behaviour, but don't want to use something that may harm them, or my own cat. Do you have any suggestions? And although I don't mind this so much, they also use our garden as their little box. Any suggestions here?

Your help is much appreciated

spraying cat

I do not know much about this subject but i just got two kittens and i was wondering how did you manage to get your cats to live to a very good age? thats amazing.I am attaching a picture of my two new kittens, i had to have my cat put to sleep a week ago, although the kittens will never replace her they will help me cope with it better and they are so cute.
