I was under the impression it was all raw potatoes and cooking was the only way to make them safe to eat.
That said, I'm not really sure why this is a problem? Where is he stealing them from? A garden maybe? If hes stealing them from the inside the house, you have to hide them away better then.

Green are an absolute NO to animals and humans. Raw potatoes are generally undigestible to dogs but tasty nonetheless ~ they are crunchy, lots of water and in Canada, slightly bitter, salty or buttery depending on their place of origin and the type of taddy.

Raw potatoes are not bad for dogs, just totally indigestible. You may just notice a larger stool

I would really try to keep them away from him in case he steals one with green on it. Can you not put them in a closet somewhere? Whenever I buy a large bag I put them in the basement in hubby's workshop and close the door.

I believe that the skin of a potato is toxic for dogs.

I think it's just the green spots on them which occur when potatoes are exposed to light. I would also be concerned though about any pesticide residue left on the skin though. Probably not enough to do a lot of harm but unhealthy nonetheless.
