female cat marking due to neighbor's dog

I have 2 female cats that I rescued 2 years ago. About 6 months ago one of them started urinating on the rugs by the front and back doors. Nothing has changed in the house, litter, food, etc. Except prior to the behavior my neighbor got a dog that is more vocal than thier other dog. I believe my cat is marking the entry ways due to the dog. I can't ask my neighbor to get rid of the dog. I have used Nature's way, Feliway, and other products to no avail. Does anyone have any ideas how to get her to stop her from urinating in those areas?
