Help - Aggressive Pup

I desperately need help.
Our Westie pup Tally is a year old now and a few weeks ago she jumped up and scratched a little boy's nose.
Horrific I know, and she was punished for it.
My Mum and I think there may be something psycological. Whenever my little brother and his friends come in the house, she watches his friends feet and begins to growl at them. My Mum says that it is because she treats my brother like her 'puppy' and is simply being protective of him - however, I think it may be because one of them has hurt her with their feet in the past. Do you think I'm over exaggerating?
We bought Tally a muzzle and made sure that she is supervised whenever she's near young children. She never growls at females feet - just little boys! Any help greatly appreciated!
