Question Neutered male cat humping other cats

We have two female cats and one male. The male is the youngest. All of the cats were fixed at a young age. Recently we have witnessed the male cat climbing on top of one of the females and making humping type of movements. It's very strange -- he's nowhere near the right area on the female. It's very occasional. We've only seen it two or three times and it seems to only be a minor annoyance to the female. Is anybody familiar with this? Is it just a dominance thing or is this something we should be concerned with? The male cat is just around two now and the cat he has been pestering is our largest and oldest cat.
