Question My dog is doing a strange thing with his head.

My dog is having some kind of a problem. He is tipping his head up and moving it from side to side and up and down. Like he is seeing or listening to something. He doesn't seem to pay attention to us and may sit and whine doing this. We took him to the vet. and he said it was from the hair in his ears. He removed it and gave us an ointment. My husband took him to a vet over the weekend and they said he didn't need the ointment, that his ears are fine. But, he is still doing the head thing. At first he would run ahead of us if we tried to touch him or get him to come to us. Could this be something like a tumor or something wrong with his brain. We plan to take him back to the vet. on Monday, but, wonder in the meantime. He is a Bichon Friese
