Unhappy jealousy/revenge

We recently got a rescue dog, we've had Tucker for about a month now and he is AMAZING! SO SMART!
We also have Penny, my 1.5 year old Chorkie who is a bundle of adorable and also VERY smart but in her own way.
Now the issue is that penny has become a little bit of a jelly belly
She Loves him! I wake up every morning to them cuddling and when he has puppy dreams she's the one to get up and watch over him and make sure he's okay.
But she is being jealous! Peeing on things she knows she isn't allowed to pee on, being snarky, pooping in the house.
We are moving, and when she sees me pack it gets 10 times worse.
Is there a way to stop this? Make her see that we don't love Tucker more than her and that we aren't leaving her?
Mostly I just feel bad! I can understand how she is feeling!
