How long is the dog left like this? Is the dog able to sit/lay down? Is it hot outside? Cold? Is the dog being teased or bothered by kids or other animals?
Sorry for all the questions, but these are things the CSPCA would ask. (I think)

fresh water
Is fresh water available to the dog? Rules are normally as follows:
Adequate water supply, 10 foot lead, shelter provided, fed. If this happens the dog can be out for 12 hours a day and no one can do much about it.

There are usually also bylaws stipulating the length of a lead. City of Toronto it is 3 metres about 10 feet.

BMD is right. But if the dog has none of these..................call animal services or the humane society ASAP! Unfortunately, the owners will probably only get a warning .
