Unhappy Puppy With Toe Fracture

My 8 mo old boxer/lab mix fractured his outer far left toe (non-weight bearing) on his rear left foot on month ago. It is just a fracture. We were told to limit activity and give 10 days worth of Rimadyl. Its been one month, but the toe sticks up still. We try to limit his activity, but he will run laps around the dining room table. We cannot crate him because he has really bad separation anxiety. Is it normal to still be sticking slightly up? How long will it take to heal. When can he go back to exercising (ie dog park, long walks). We have a three story house, and its impossible to keep him from using the stairs. He is 60lbs.
