australian cattle dog tearing up his paws

My dog cut the pad on his paw several months ago. The cut has healed, but he keeps biting at it and causing terrible damage to his paws. I have tried using Bitter Apple to keep him away from the paws, but not luck. I have alos tried keeping him in a e-collar for a few weeks to let the paws heal and for him to forget about them. No luck. Any recommendations?

Could he be borred? How much exercise does he get?

It could still be ichy for him - you might need the E-coller more, and maybe some anti-itch cream from your vet.

Or this has turned into a behavioral problem, and then you are going to need a behavioist, or a trainer that knows his stuff.
