employment insurance for those who run rescues

I was htinking about this yesterday. It woudl be really nice if we can get the government to support active full time rescue people with some sort of financial aid. There woudl be the need for major scrrening, but could it be something we can fight for? Just basic employment insurance woudl help so much! Thank goodness for my husband right now who tolerates the ummmmm 12?13? 14? cats I have right now in foster and supports me while I am not working.
