Unhappy Cat with collapsed lung

I own a horse boarding stable in Michigan. We get stray cats showing up all the time. About three weeks ago a stray came into the yard. The first think I do is take the cat to my vet, who is also a boarder at my farm for a Lukemia-Aids check. The test came back negative, so she neutered the cat and we brought him back to the farm. We kept him in a crate in the observation room because he had an upper respiratory problem. Well, after 2 weeks of meds, he still sounded bad, and he acted like he had been hurt, like maybe a car accident, so we took him back in for x-rays. It looks like he might have a collapsed lung. He is breathing through his mouth. So we kept him in the crate a while longer. He sounds a little better so we decided to let him have some time outside. After a few hours, he came up to me and he was panting. Today I let him out for a few hours this morning, no panting but his breathing was labored. I hate to keep locking him up in the crate or leaving him only in the observation room, because we have to lock the other cats out. Does anyone know if he will get better with rest, or should I try to find a home, where he will live indoors so there isn't that much room for him to wander? Any input would be greatly appreciated.
