Unhappy My puppy is losing clumps of hair

My male lab will be 4 years in September 2002. Within the last month or so, he has started to lose clumps of hair on his back. These are big clumps of approximately 3 inches across and an inch wide. He seems to be scratching all of the time now too.
Do you have any idea what could be causing this?

my dog seems to have this same problem too. Also, the hair towards his rear sort of sticks together even though i wash him often and comb his hair everyday. anybody has any idea what is the problem and what is the cure? thanks a lot in advance
