Grooming her toes?

Phoebe has really funky fur. It kinda stands up in odd places. The part that seems to bug her, though, is the little tufts that stick up between her toes. Should I be trimming these? Or are they there for a reason (ie. winter's coming and it's an extra bit of protection)? I'm wondering if this is the reason she chews on her toes once in a while. Has anyone had to clip the fur between the toes? Do you use scissors or a clipper? How do you do this without touching the webbing?
