Angry mechanic - 7 year old dog too stiff to get up

My dog sems to be having a hard getting up,his hind legs are very stiff, and some times his front legs, he is a small dog part poddle, and I am not sure what, I got him from a dog pound, 5 years ago, we think he is 7 years old, he weighs about 21 lbs.
Can any one help Buddy please

mechanic

I have been to a vet twice, blood test taken, x ray taken, says swollen back joints, gave dog medicine, still no better. Spent so far over $500.00
I say now what for my poor dog.

What medicine did he give? Anti-inflammatory pills?
