My poor miniature Roses

This is what is happening to my Roses this year. It is going from one to the other I have five of them, any ideas?

This is a little piece that I call my hospital, the only place I get sun most of the day, I'm in the process of digging-up most of the other plants there, that's why it looks so busy.

Some of my full size bushes have that problem too. I haven't had a close enough look at it to hazard a guess as to what it is yet. I have noticed a lot of birds in the rose bushes so I don't know if it's a fungus or an insect problem. Almost looks like the damage that spider mite can cause.

I'll check for spider mites, I will probably just spray them with soapy water that's all I ever do when I think I have a pest problem, sometimes it works and sometimes not.
