Can't get dog to stop playing with her poop

I know I wrote this before, but I am at my wits end lately. My two chi's go in a litter box with a wee wee pad. They are very good about it, but one of them takes her poop out of the box and shreds it up with her teeth and places it on the carpet. She has been doing this for about a year now. I have literally tried everything to get her to stop from deter, accent, papaya,green beans, vitamins etc and so forth. I just about give up. Please help me anyone with ideas how to get her to stop this gross habit.

I've heard if you put some meat tenderizer in the food, it may stop this.

When I was young, we had two bichons-frisés. One of them did this all the time. We tried everything and put up with this for about two years. The only thing that finally worked was to crate train them and make them go outside to poo.
