Lathargic Lab?

Can anyone help me? I have two labs, the older is 5, and has always been very athletic and high spirited. The past two days, he has been very lathargic, and I noticed he's been licking at his inner thighs/belly area, and also doesn't like to even get up. Usually he's running around like a mad-dog (pardon the pun), but today has been very lazy, and won't move. I see a reddening on his belly, and it looks a little enflamed, almost like a hot spot. Would this cause him to act this way?

I would have your vet check him out. If it is a hot spot, you need to find out what caused it and rarely do they heal by themselves, plus this could cause pure misery for your pet. Usual treatment will involve antibiotics and a topical treatment too.
