Unhappy Hi 8yr old anemic sheltie won't eat

Hi , this is my first post. Hope someone can help. My dog "Mac" is an 8 yr old sheltie. He is under a vets care but we can't get him to eat much. I have tried everything from canned food, cottage cheese, eggs, homemade treats with cheese, peanut butter or oatmeal. The only thing he wants is hamburger. We make a meat popsicle. Lean hamburger shaped like a sausage then frozen [ so he has to chew it ]. He won't even eat a raw soup bone.He only likes his green coloured treats. He has lost 20 lbs. He weighs approx. 24lbs now. The vet had him on prednazone for a skin condition for 2 wks, he has been off for 2 wks. He had some blood work but his blood was to thin to get much.He has had 4 shots of Vit. B6 and is getting vitamins every day. I am running out of ideas. I tried hamburger mixed with lots of healthy stuff [recipe off internet] made to gain weight. Has some dog food in it and he won't touch it. This all started approx. around oct 2006. Thanks for listening and I will take any advise or ideas I can get.
