Weird coughing, non-stop, even at night

Hello guys,

My 15 year old puppy, Max, keeps making this weird kind of coughing, and it's been going on for the last 1½ years. Recently, just in the couple of days, it's been significantly worse.
We noticed that he would usually start coughing upon excitement, and sometimes just randomly. Now he also coughs in the night, waking himself and everybody else up, and just generally coughs all day.

We have been to the vet previously, where they said his heart was fine, they did blood tests, they couldn't find a problem at the time. This is why I want to reach out online and see if anybody has experienced this and could have an idea of what it could be and what to do!

Max is otherwise very healthy and although he is a little disoriented sometimes, he is "well kept" considering his age. He still runs, jumps, and is generally a happy dog.
