Beagle crossed with ?

Meeka was listed as a Beagle cross at the Humane society, but we can't figure out what she is crossed with. I figure the HS can't say purebread because they don't know the background. She kind of has german shepard colour but her features say beagle to me.

She looks very beagle, could quite possibly be just a poorly bred one, but her legs are very JRT and also the fact she's a bit more square (shorter rather then longer compared to her height). Her colour pattern is also very beagle, they too get the black saddles, but the bits of spotting on the white feet and some thing about the shape of her head and muzzle (in the second photo) makes me think bits of JRT.
