Dog Allergies

I have a five month old Golden Retriever, who has just developed what sounds like a respiratory problem. His breathing at times is hoarse almost like he has a chest cold, he doesn't cough, but has begun to snore. This condition is not consistent it seems to come and go. Almost like he has a build upo of phlegm in his chest. Could this be allergies or kennel cough? (he was vacinated for kennel cough)?
