SPCA adopted cats

Hi there. This is my first time posting on this board but I'm curious about something.
Today my boyfriend and I adopted 2 male kittens (about 4 months old) from the same litter at the SPCA. They are both very active, very healthy looking cats but one of them seems to have some sort of eye irritation.
His eyes are pink around the edges, but with nothing in the way of discharge, however the inner part of his eyes (the white filmy piece that covers the eye while cats sleep...I don't know what it is called) doesn't fully retract when he opens his eyes. I have to take them both to the vet within 7 days for their courtesy exam and vaccine, but if this turns out to be an infection, will it interfere with the vaccines?? Does it even sound like an infection??

Please, if someone could shed some light on these syptoms it would be greatly appreciated.

I've had kittens that have done the same thing. None were sick (that I knew of), and they seemed to grow out of it.
