Starting a canine club in my munipality - any suggetions?

I've been thinking of starting a canine club in my municipalty, with the main reason behind it is to see if i can generate enough interest to have a dog park set up in our little town. Its a little municipality, but we are minimum 1 hour away from any dog park (I live in the laurentians, st-adolphe-d'howard).

does anyone have any experience with starting a dog club, or lobbying for a dog park?

any ideas would be greatly appreciated!
