Foxy Licker

Have a 9 year old male Pomerainian that has developed a habit of licking his front legs to the point of bleeding. This habit started about a year or so ago and had stoped for a month this past summer. It continues to this day.
To avoid any infections, we wrap his legs with stretch bandages during the day, and install a cone collar in the night.
He is our only pet, we have no children, and feel that our home life is normal. He goes outside whenever weather permits, and we play with him as much as time allows.
Has anyone out there ever experienced this sort of problem??
We would love to hear from you in this forum.
