Help my pigeon's toe is majorly inflamed for weeks

hi, i breed wild pigeons on my balcony, the male father had wrapped his middle toe with something and in pulilng it cut through a lot of the toe.

I got much of it off about a week ago, but every singe his tow has become more and more "bubbly" now with three MAJORLY large balls growing around and on that toe, it seems to be getting worse.

Whats gonig on? is it still wrapped somehow and losing circulation so so so slowyl over weeks? Should i do something with him/his toe??? Is this the way they heal maybe (hopefully) ?

any advice would be appreciated, i though he'd be getting better but it looks as if the toe is getting worse, he can barely put any pressure on it, he hops around.
