Neglected dog in Vancouver

My sister lives in Vancouver. I was there during my holidays. There is a beautiful Rottie that lives next door who is outside, chained 24/7 with next to no human interaction. The SPCA was called and the owners gave the dog a house. My sister has witnessed the dog being hit for "making a mess" and when I left Van the dog was limping. I checked with Dogs Deserve Better but there are no reps in Canada. Any suggestions?

Your sister should report the physical abuse, and keep reporting it until something is done. Physical abuse is different than the neglect,and the SPCA must act on reports of abuse.

Another option is to make the dog "disappear".

Contact a Rottie rescue, explain everything to them, and see if they are willing to intervene.

Hey Freyja, I live in Vancouver. Didn't they just pass some new bylaws a while back regarding backyard dogs? I think it was after a dog got loose and attacked someone. Might have been the Shenika White case. I thought they did, but I could be wrong. As long as the dog has food, water and shelter available, I know in the past the SPCA couldn't do anything. But if the dog is making a racket you can get something done through noise bylaws.

Unfortunately for this dog, something being "done" would probably mean the dog getting turfed or put down. From the sounds of things if the dog gets a beating for 'making a mess', I couldn't see the owners being sympathetic to having the poor rottie being forced into the house.

Lots and lots of people around town are getting larger breed dogs for security, but certainly not companionship. Some people down the street from me have two pit bulls that you almost never see out walking and when you do, they are so poorly socialized and trained that the owners have virtually no control over them. I didn't even know they had them, until one day I saw them on the street. When they see another dog on the street they hide the dogs behind a car until you go by because the dogs will charge the other dog. When they walk the dogs, they are getting pulled along until they are at a running pace. This actually looks pretty funny and like something out of a cartoon or something. I however, wouldn't want to see what happens when the leash gets pulled out of their hands.

Contact Animal Advocates. If they can't handle the situation, they might be able to lead you to someone who can.

Contact the SPCA again and report the limp. The owners have to take the dog to a vet within a certain time frame and prove that they went or they will loose the dog.

If your sister reports the abuse, she has to be a witness and give a witness statement, or there is nothing the SPCA can do unless they see it happen themselves. (How about getting something on video?)

Contact the local police for noise by-laws. You may get an officer who loves dogs and might go the extra mile for this one.

and yes, you could always make the dog "disappear". Just do your homework on the owners first and be careful.

The people who own the dog are my sisters landlords son (make sense?) so she has to be careful. She feels awful, and helpless. Everyone who comes to her place always asks about the dog, it is very frustrating for her. She would love to have a dog herself, she even has names for them but realizes that her lifestyle and where she is living is not ideal. She has even fantasized about going over there and talking to the owners and they let her have the dog!!

If she talks to the SPCA again, ask if they have a "Craig Daniels" working in investigations. If yes, he's worked for the OSPCA for years before accepting a position with the BC SPCA. He is VERY knowledgable
