Question Cat sounds like he has a cold but doesn't

Hi everyone!

My cat, Bootsie has had breathing trouble since he was a kitten. He always sounds like he has a stuffed nose, but it is not running. There is no coughing or sneezing. That is the only thing I see that is wrong with him. Other than that, he is a very healthy cat and is the most active of all of them. Is this something I should be concerned with?
