Angry 8 month old rottwieler

My 8 month old rottwieler pees on any thing that has changed in the house or is new. Every time I vaccum, do laundry or when some one sleeps in our spare bed room he pees on it. He is not nutered but we are considering it. I was wondering if he is doing this because he is getting to protective or to dominate? Every time i clean my house he is not allowed in the house, we have to wait atleast 2 weeks before he can come in, or we just close every door in the house and make sure nothing looks different.Wil nutering him help??

This is a 'marking' behaviour and YES neutering will help.
