Question bloated dog

My dad has an 11 year old JacK Russel Terrior. Two weeks ago the dog started losing weight, now the dog has a hugely bloated stomach, has very bad breath, eyes are cloady and has very small, very dark mushy stool. He took him to the Vet in town and the Vet wanted to operate, said it was the only way to tell what was wrong with the dog. Is this normal to operate so quickly without any tests being done? Is this the only option? The next nearest Veterinarian is a 4 hour drive away, please help???
