FWIW, there's a current ongoing case out here in BC, about a self-proclaimed rescue being alleged to have stolen a number of dogs, even breaking into people's homes to take pets that they've deemed "in need of help":

As someone else noted previously, the SPCA is the *only* body (outside of the police) with the legal authority to seize animals... anyone else doing it, under ANY pretenses, righteous, fraudulent or otherwise, is committing theft. Period.
