Unhappy Dog in Heat

I have never had to deal with female dog in heat but I am looking after my Dad's 9 yrs old Terrier/Pomeranian mix which is in heat. She is now in her 3rd week. Today I am noticing that she is really whiny and panting and licking herself alot more. Is this just another stage of her being in heat? I don't think she is bleeding anymore, or if she is very little. But she sure is wanting to go after my neutered dog. And is it true that she can be in heat up to a month? How long after they stop bleeding do they end their cycle and go back to being "normal"?

I'm thinking she needs to be seen by a vet ASAP and checked for the life threatening infection, pyometra.
