Debarking collars

I need some advice on this topic. I have two little dogs (bichonXshih tzu, and a bichon) that I love beyond words. The female is a year old and has started barking relentlessly whenever she goes outside. (she just got spayed so she is quiet right now.)
The neighbors have two dogs that are the main reason she barks. However....please bear with me here...we are moving to a condo that has allowed us to have the dogs, but I am certain they will not want them barking too much.
Fast forward, my husband bought a debarking collar for her. I have not even opened the package yet. I wondered if anyone has used these successfully and if they are humane. It is the kind that gives a mild shock.

Now I know I wouldn't like to wear the collar, before anyone asks me.

I don't know how to train her to stop barking when she is outside. How do I do this??
Finding another place to live is not an option at this point, and we are lucky they said yes to the dogs....had to go before a committee.

Help!
