See, here might be the problem - does he know what's expected of him when you put him outside?
I strongly suggest you actually
take him out and stay with him repeating the "code" words until he goes, then,
immediately praise him and give him a good treat. Do this every time he does his business and I'm sure he'll "catch on" in short time.
