It is believed by many I think that they will be called as a witness if they make a report of cruelty. Nobody wants to have or make trouble, so it seems easier to not get involved and just mind our own business.
Please if you hear or see any type of cruelty make the call, all calls are confidential and the Animal Officer does follow up on all complaints.
