I agree with everyone and my first thought when reading it, was why didn't the neighbours do anything. I would have called the spca/police, taken pics and then brought the dog inside, if I couldn't bring it into my home I would have broken into the owners home(of course my punishment would probably be worse than theirs
) Doesn't matter if someone was suppose to come by or not, he/she shouldn't have been outside in the first place.:sad:
