YOu cant just let the dog pick at the cat, It will stress him out and could possibly cause permanent damage on him. He may become agressive and annoyed by everythiing, including you. You have to do something about the dog Try to talk to your sister and explain that it is very hard on the cat and he shouldnt be allowed to agatate him just because the cat is at the bottom of the pole. Tell her that the cat may even seriously harm the dog by blinding it or something (He will become so agatated that he'll eventually fight back and claw him eye out or something) And i just hate to hear that any animal is being hurt .
